This page contains all our published information about the Scheme provisions that will apply during the transition from the Scheme to statutory heat networks regulation.

Ofgem becomes the statutory heat networks regulator on 27 January 2026, but is taking a phased approach to implementing its standards and functions. To ensure continuity in consumer protections, Heat Trust has agreed with government to continue our Scheme for a transitional period of time. Special Heat Trust Scheme provisions will apply during this transition period, to facilitate a smooth transfer of standards and regulatory oversight to Ofgem.

The Scheme Transition Schedule sets out the Scheme transitional provisions that will apply from 27 January 2026. It gives Heat Trust, as the Scheme Administrator, the ability to make 'Permitted Variations' to Scheme rules and operations that take effect on or after that date. The Scheme Transition Schedule also contains the principles and process that Heat Trust must follow when exercising that ability. These include ensuring that Scheme arrangements maintain continuity of protection for consumers on Heat Trust-registered heat networks.

The transitional provisions require Heat Trust to publish a register of all Permitted Variations, as well as more detailed decision documents on any Permitted Variations to Scheme rules. These will be published and updated on this page as and when Heat Trust identifies the need for any Permitted Variations. Heat Trust will also notify each Scheme Registered Participant directly.

Heat Trust will be holding supporting Members Forums for Registered Participants throughout 2026, and we'll issue invites for these in due course.
